If you are playing Hogwarts Legacy as a goodie, making the right and honourable choices at every opportunity, it would make sense for your character to turn Sebastian in and make him answer for his crime. It is the morally/legally right thing to do, after all.

The character has an interesting story path in Hogwarts Legacy revolving around his family and past, so you would be missing out on a compelling narrative if you turn him in. If you do turn Sebastian in, it will lock out additional content that could extend your time in the Wizarding World's darker side.

If players choose not to turn him in, the protagonist will attempt to reason with Ominis by pointing out how much Sebastian regrets what he did. Ominis will take some convincing, but he will eventually agree with the protagonist before setting off to convince Anne of the same.

If you turn Sebastian in, he will be expelled from Hogwarts and you will not be able to interact with him again in the game. This means that, if he hasn't already taught you the Unforgivable Curses, now he never will.

Sebastian is very much a “the path to hell is paved with good intentions” type of character. The more people tell him that nothing good can come of this path the more he doubles down on it. No one can doubt his love for his sister or his passion but that very passion is leading him down a very dark path.

Turning in Sebastian will result in his being expelled from Hogwarts. As a result, he won't be available in quests at the end of the game and won't be in the epilogue. Instead, Ominis Gaunt will take Sebastian Sallow's place in the “In the Shadow of Friendship” quest line.

Anne's curse will also not be removed whether you turn in Sebastian to the Ministry or not later on in the quest In the Shadow of Fate. From here on out, Anne Sallow will live the rest of her life with the curse intact.

It's up to you if you want to learn the curse and cast it on yourself or Sebastian, but in the end, it dosen't really matter. Just be sure you don't reject the chance to learn the spell, as it's the only chance!
